Forskning kring ett struktur- och förändringsprogram för ekonomi i balans: lyckades programmet eller inte?

Abstract

When national or local healthcare systems face economic hardship, decision-makers may have to take action quickly to improve the economy. One example is the comprehensive Restructuring program in Region Dalarna (2015-2019) followed by health services researchers from Uppsala University. Whether it was successful or not may be answered from different perspectives. That it was possible to decide on such a comprehensive program can be regarded as a process success, even if parts of the process were questioned. The results also indicate operational success as large parts of the program were implemented. However, the outcome success is more uncertain as evaluations indicate that the financial savings target was not reached. The political success is also not unequivocal, although confidence in the local healthcare system increased among the public during the period.
