Helse-, sykdoms- og arbeidsevnebe-greper i den nye arbeids- og velferdsetaten i Norge

Abstract

Arbeidsevnebegrepet har sentral betydning i den nye arbeids- og velferdsetaten (NAV) i Norge. Arbeidsevne defineres interaksjonelt som individets evne til å møte de krav som stilles i utførelse av et arbeid. En praktisk arbeidsevnemetodikk er utviklet. Lennart Nordenfelts helsefilosofi integrerer helse- og sykdomsteori med arbeidsevneteori. Den anses fruktbar for å analysere spørsmålet om hvilke helse- og sykdomsbegreper som er koherente med arbeidsevnebegrepet. Det argumenteres i artikkelen for at den norske sosialforsikringslovens nåværende modifiserte biostatistiske sykdombegrep ikke er koherent med arbeidsevnebegrepet. Et evnebasert helsebegrep og et komplekst sykdomsbegrep anses derimot koherente med arbeidsevnebegrepet. Det stilles spørsmål om vilkåret vesentlig aktivitetsbegrensning bør erstatte vilkåret om varig sykdom for å få innvilget langtids utbetalinger fra NAV.

The concept of work ability is important within The New Labour and Welfare Service of Norway. The concept of work ability is defined interactionally as the individual’s ability to face the demands of working life. The health philosophy of Lennart Nordenfelt integrates theory of health and disease with work ability theory. This is productive for analysing the question of which health- and disease concepts are coherent with the concept of work ability. The present study argues that the modified biostatistical concept of disease of the Norwegian Social Insurance Law is not coherent with the concept of work ability. A concept of health based on the concept of ability, and a complex concept of disease, are on the contrary considered to be coherent with the concept of work ability. The question is asked if the condition of significant activity limitation should replace disease as condition for long time disability benefits.
